Victoria Fabunmi

National Coordinator

Office for Nigerian Digital Innovation - NITDA

Victoria Fabunmi serves as the National Coordinator of the Office for Nigerian Digital Innovation (ONDI) under the National Information Technology Development Agency (NITDA), where she leads national efforts to translate innovation policy into real, measurable outcomes across Nigeria’s digital ecosystem. With prior experience working at the intersection of innovation, startups, and ecosystem development, including roles within platforms such as Co-Creation Hub (CcHub), she brings a rare perspective that spans both institutional policy and on-the-ground innovation. Under her leadership, ONDI delivered the 2024 Digital Innovation Challenge, a national initiative focused on mapping Nigeria’s critical infrastructure, including health facilities and public assets, using digital and geospatial intelligence to inform planning, governance, and investment decisions. It was within this framework that TwoNode Technologies, participating as Team Health Lagos, progressed from winning the Lagos State stage to emerging regional champions in the South West, and ultimately finishing as First Runner-Up at the national level. That journey reinforced a core truth GBC 2.0 stands on today: when geospatial work is positioned correctly, it moves from maps to national value. At GBC 2.0, Victoria Fabunmi joins us not just as a policymaker, but as a builder of platforms that enable geospatial professionals to convert technical expertise into nationally relevant outcomes, institutional trust, and economic capital. Special Adviser

Blue Economy to the Lagos State Governor

We’re honored to announce Oluwadamilola Emmanuel, Special Adviser on Blue Economy to the Lagos State Governor and a globally recognized leader in sustainable maritime development, as a speaker at Geospatial Builders Conference 2.0. Mr. Oluwadamilare Emmanuel has played a pivotal role in shaping Lagos’ Blue Economy agenda, a strategic thrust that aligns economic growth with environmental stewardship and smart mobility. Before his current role, he served as General Manager of the Lagos State Waterways Authority (LASWA), where he championed the transformation of inland water transport into a structured, safe, and efficient system evolving Lagos’ waterways from underutilized assets into engines of inclusive growth. Under his guidance, Lagos has advanced the ambitious Omi Èkó Project, a €410 million integrated inland waterways infrastructure initiative designed to reduce traffic congestion, cut carbon emissions, and unlock new corridors of commerce by modernizing ferry fleets and water transport terminals. In recognition of his leadership in maritime innovation and sustainable Blue Economy advancement, Mr. Oluwadamilare Emmanuel was appointed to the Board of Interferry, the global association representing the international ferry industry, becoming the first African to hold this position. His work spans policy design, infrastructure planning, and international partnership, exemplifying how data, spatial intelligence, and evidence-based planning can turn complex waterway ecosystems into investable, trusted development propositions. At GBC 2.0, Mr. Oluwadamilare Emmanuel will bring insights from Lagos’ Blue Economy journey, illustrating how integrated spatial planning, environmental data frameworks, and ecosystem-level thinking are central to financing and delivering transformational infrastructure in coastal cities.
